The Common View • Strategic Plan

Mapping Foxborough’s Future

In the third installment of The Common View, Town Manager Paige Duncan sits down with Select Board Chair Bill Yukna to discuss a major milestone for the town: the launch of Foxborough’s new Strategic Plan.

While budget cycles look one year ahead, this strategic plan serves as a 5-to-10-year roadmap. It is designed to move the town beyond reactive decision-making and toward a proactive framework for infrastructure, public services, and financial sustainability—all while preserving the “Foxborough feel.”

Paige and Bill break down why this process matters now, how it will impact future taxes and development, and why the “quiet voices” in town are the most important ones to hear from during this year-long project.

Key Discussion Points

  • The “Why” Behind the Plan: Understanding why Foxborough is stepping back to look at the big picture and how a strategic framework helps manage limited resources.
  • A Community Roadmap: Moving from abstract ideas to concrete impacts on zoning, spending, and town services.
  • The Four Essential Questions:
    1. Where are we right now?
    2. Where do we want to be in 5–10 years?
    3. How do we get there?
    4. How do we measure our progress?
  • Statistically Significant Outreach: A look at the partnership with Polco to conduct a random-sample survey of 3,500 households to establish a scientific baseline of resident sentiment.
  • Opportunities for Every Resident: How those not in the random sample can still participate through open surveys, community meetings, and local events like Founders Day.
  • Long-Term Impact: How the final plan will guide the Select Board, Planning Board, School Committee, and Town Staff for years to come.

How to Get Involved

The Strategic Plan is a year-long process that will run through late 2026. Residents are encouraged to:

  1. Watch for the Survey: If you receive a survey in the mail, please take the time to complete the in-depth questions.
  2. Stay Informed: Sign up for town alerts at the official town website and register for FoxAlert.
  3. Visit us at Founders Day: Stop by the town booth to share your thoughts and participate in family-friendly activities.
  4. Spread the Word: Help reach neighbors who may not traditionally attend town meetings.
